Joseph was elected to represent Hampshire Co in the Vir. House of Delegates during 1863, with Alexander Monroe. He lived on a farm near North River Mills.

Their residence was on a North River farm about one mile northwest of the village. Joseph was a member of the Virginia Assembly before the Civil War. He was a Jeffersonian Democrat, had a strong personality and was in some ways
like his cousin, Col. Asa Hiett, while in others he had the Tansy Characteristics. he was about five-feet-ten, and rather large, his voice and expression deep and distinctive. There was something in Col. Asa and Joseph S. Hiett and Squire Benjamin McDonald that rang true to the Hiett kinship, a resonance in the voice and a manner of speaking that commanded and held one's attention and made it impossible to forget them. He was a pure Celt and a devout member of the Christian Church.
Caroline Heiskell Hiett too had a personality all her own. She had four sisters. Miss Mary Heiskall of Romney and a brother, John Heiskell, were known to the writer. See Heiskell Family.

He and Alexander Monroe were elected to serve in the Virginia House of Delegates in 1863, the last members from Hampshire Co. to serve in that legislative body before West Virginia became a state. Joseph S. Hiett's father willed him a tract of land called "Craig Tract."
Hiett, Joseph, son of John and Martha Elizabeth (Tansy) Hiett, was born on Nov. 11, 1815 and died on Aug. 3, 1897. His wife was Caroline Heiskell. She was born on May 4, 1814. Joseph Hiett was elected to represent Hampshire County in the Virginia House of Delegates during 1863, with Alexander Monroe. He lived on a farm near North River Mills.

b. 1847; m. 1874 ROSA P. HAINES, d/o John and Ladema (---). Haines. He was a fire Insurance Agent, of Slanesville, Hamsphire Co., Va.CH: (3138.) Carrie W.; (3139.) Henderson; (3140.) Victor B.; (3144.) Edith; (3145.) Ethel Lillian.
Mr. Hiett selected and collected the finest library that has, perhaps, to date, every been in this county, and housed it in a separate building from his home. After some years it went up in flames of incediary origin by night. It is thought a half-witten woman burned it. She had repeatedly received alms from him but he had the day before refused her. He, in after-life established another library, not comparable with the one lost.
Charles N. Hiett, is early life was infatuated with a beautiful cousin who could not return his affection and who married another man and went west. Later he married a young student of one of his schools, Rosa P. Haines. She was also attractive and younger than he. They resided near Old Zion Church.
Rosa P. Hiett died while her husband was serving his second term as County Superintendent of Schools. He then sold out and removed to Slanesville where his death occurred. Rosa and the infants are buried near Zion Church in sight
of the house on the farm where the children were born.

The grandfather of Jonathan was Jonathan Capper, the first, who bought land on Timber Ridge of Lord Fairfax about 1771 and settled there. The original grant is in possession of Edward Capper, a jeweler of Winchester. Walter C. Capper a grandson of Jonathan and Elizabeth made of copy of it.
Jonathan and Elizabeth lived near Winchester and had four childre, all now deceased.

Hiett, Elizabeth, daughter of John Hiett (of Evan) and Elizabeth (Tansy) Hiett, was born at North River, Hampshire County, Va., on July 16, 1819 and died on Nov. 15, 1872, at High View, Timber Ridge. Her husband, Jonathan Capper, was born on Dec. 28, 1813, on Timber Ridge, and died on Jan. 4, 1885. They were buried in the Timber Ridge Christian Church Graveyard, High View, W.Va.
