Hugh Burns (father of Jessie who was wife of John Harmon Hiatt, Jr.) was born 3 September 1837 in Oran, Shelby County, ohio. Hugh died 21 May 1908 in Oran, was buried in Houston, Shelby County, Ohio. The first record of this ancestor is in the U.S. Census dated 8 June 1860. Hugh Burns was a ordinary laborer in the household of James M. Owens.
President Lincoln issued a call to the Northern states for volunteer soldiers to serve for 90 days in the War of the Rebellion. This call was dated Monday April 15, 1861. It appears that Hugh Burns may have travelled the 9 miles from Oran to Sidney, Shelby County, Ohio 2 days later, as he enlisted on 17 April 1861. At 24 years of age he was enrolled to company "F", 15th Regiment Ohio Volunteer Infantry, where he served his enlistment as a private. He was mustered into Federal service at Columbus, Ohio on 27 April 1861 where records indicate he was charged $11.95 for clothing. His unit fought the Confederate forces in the western part of the State of Virginia (now West Virginia), as outlined in the following escerpt from the book "The Civil War" by Shelby Foote:-
"At 34, Major General George Brinton McClellan, commanding the Ohio Volunteers, had earned both a military and a business reputation since the 15 years since his graduation from U.S. Military Academy, as a Mexican War soldier, observer of the Crimmean War, superintendent of the Illenois Central Railroad and now President of the Ohio & Mississippi Railroad. In late May, directing operations from Cincinnati, he sent troops to Grafton, east of Clarksburg on the B&O, who then marched south-ward 30 miles against Philippi (W.Va.), where they surprised on Confederate on a night attack on June 3r; the rebels retreated to the mountains. Then McClellan moved to the front."
"When the rebels retreated up the Tygart Valley and divided their forces to defend their passes at Rich Mountain and Laurel Hill, McClellan divided his army, too. He sent Brigadier General William Rosecrans around with part of his forces to strike the enemy on the flank, at Rich Mountain. This column made a rear attack, force the surrender, which then rendered the rebel forces on Laurel Hill untenable. The Confederates under the command of Brigadier General Robert Garnett retreated across Northward across Cheat River. In the rear guard action at Carrick's officer to die on either side on battle. By mid-July the 'brief but brilliant campaign' as McClellan called it in his report 'was over.'"
The troops returned to Ohio, where Hugh Burns was mustered out at Columbus, Ohio on 27 1861.
Hugh Burns married (1) 10 October 1861 to Sarah Anna Cethcart in Houston, Shelby County, Ohio by John Gartly, J.P. Children born to Hugh and Sarah were:
1) Robert born: 7 August 1862
2) James born: 28 November 1864
3) Anna born: 24 December 1868Hugh Burns married (2) 6 November 1873 to Mrs. Lucinda Rickey Morris by J.H. DeBruin, minister, in Brown County, Ohio (some 150 miles from Houston, Ohio) as recorded at Probate Court (the license was issued 25 October 1873). Lucinda was the daughter of Brice Rickey and Elizabeth Greathouse and was born 7 May 1839. Her 1st marriage was to Elijah Morris. their children were Mary Tina (married ________Marthias) Martha (married ________Black, ch. Hazel, Dorothy, & Edward) and Margaret (married ________Sams). Children of Hugh and Lucinda Burns were:
1) Jessie M. born: 1875 near Winchester, Adams County, Ohio
died: February 1896
married: John Harmon Hiatt, Jr.
children(s): Elmer Lloyd & Priscilla Mae
buried: Linwood Cemetery east of Russelville, Brown County, Ohio.Hugh Burns evidently left his second wife Lucinda, probably to Shelby County. Lucinda appears to have file for a widow's pension in August 1897, but does not seem to have granted one. Hugh was already getting a veteran's pernsion on Certificate No. 809939, asin a declaration dated 1 June, 1898 Hugh listed his marriage, three living children and other facts for the Department of the Interior as requested. (His writing is clear and very legible on this form). The form asked for "former marriage" but not subsequent ones, so he did not report Lucinda rickey Morris Burn as second wife.
The Death Certificate of Hugh Burns on file in the U.S. Archives shows death on 21 May 1908 at Cynthia T.P., Shelby County, Ohio, age 70 years, 8 months, 18 days, retired farmer, born Shelby County, Ohio native American, no parents names listed, buried Houston, Ohio, O. B. Taylor, undertaker. His widow, Sarah filed for a widow's pension and was granted $30.00 per month under Certificate No. 658570. She died 1 March 1923 a resident of Dawson, Shelby County, Ohio, Rural Route #1.

His wife was the oldest child of Edward Ernst Swicher and Elizabeth Katherine Monroe, born 15 December 1893 in Ripley, Ohio where she completed 12 years schooling. She worked as a telephone switchboard operator for a few years, where she became acquianted with Elmer thru his calls to the Ripley headquarters of the O.R.& C. RR.
